Over Twelve (12) years of experience in IT related services this includes; web design,graphics design, web-based applications development user support, business systems analysis, process re-engineering, business continuity planning, systems architecture design, archiving systems, office automation, business process management, office space optimization, workflow automation, electronic document management systems and project management across the border, i.e. Rwanda, Kenya, and Tanzania.

Data Management Services Consultant

Expert for the Development of an Integrated Data Management System for the Criminal Justice System

Project/Contract

The Strengthening Access to Justice and Human Rights Protection in Tanzania project implemented by the Ministry of Constitutional and Legal Affairs (MoCLA) with funding from the United Nations Development Programme (UNDP). The project was designed to address the prevailing problems that people in Tanzania, particularly women and other vulnerable groups, are confronted with in accessing responsive and accountable justice, human rights protection mechanisms to claim their legal and human rights, as well as resolve their grievance. The project was designed in line with the country’s leading development priorities as outlined in the Vision 2025 (mainland Tanzania), the first 2011-2015 and the second 2016-2021 National Five Year Development Plan for Tanzania (FYDP) , in the ‘MKUKUTA’, the National Strategy for Growth and Reduction of Poverty, and ‘MKUZA’, as well as in the Zanzibar Strategy for Growth and Reduction of Poverty, for 2005-2010 and 2011-2015, and the Revolutionary Government of Zanzibar’s MKUZA Successor Strategy 2016-2021.

  1. Undertake extensive consultations with institutions in the criminal justice sector including MoCLA, the DPP, the Tanzanian Police Service, the Judiciary and Prison/Corrections in assessing their expectations and requirement for data and information management.
  2. Based on the feedback of the consultations, develop a schematic of the data management system to be presented to the criminal justice institution in securing their approval before commencing the design of the system.
  3. As per recommendations and approval for the criminal justice institutions, develop a standardized and secure database, based on pre-determined information and reporting requirements as per the legal and institutional frameworks for the purposes of data storage, preservation, analysis/queries, visualization, and transfer/sharing of data and information relating to criminal justice in Tanzania.
  4. Develop standardised procedures for the effective use, management and maintenance of the database in accordance with the goal and objective of this assignment.
  5. Support officials and staff of relevant criminal justice institutions in developing needed competencies for using and maintaining the database.

Working with PATH on the BID Initiative’s development to launch of an immunization registry in Tanzania

Led by PATH and funded by the Bill & Melinda Gates Foundation, the BID Initiative is grounded in the belief that better data, plus better decisions, will lead to better health outcomes. Its vision is to empower countries to enhance immunization and overall health service delivery through improved data collection, quality, and use. Reaching this vision requires investments in information system products, practices, people, and packaging.
The BID Initiative partnered with the Tanzania Ministry of Health, Community Development,Gender, Elderly and Children (MOHCDGEC) through the Immunization and Vaccines Development (IVD) Program to identify Tanzania’s most critical routine immunization service delivery problems.

  1. Design an electronic immunization registry with supply chain information
  2. Provide project leadership and vision to the product development teams, technical teams and other stakeholders in the Tanzania health care system using enterprise architecture (EA).
  3. Enable automated, simplified report generation for the Ministry of Health, IVD and Health Practitioners
  4. Gather, analyze, documentation of business process requirements and process mapping for BID initiative project.
  5. Enable use of barcodes on child health cards and vaccine supplies
  6. Improve the existing methods of data collection, presentation and reporting to enable increased data usage, quality, access and timely feedback/reporting..
  7. Targeted supportive supervision for health workers.
  8. Build peer support networks.
